Meeting of the Supreme Council for Civil Defense
Al-Faraya stresses the importance of volunteering in responding to emergency situations
Amman, September 15, 2025 - Minister of Interior Mazen Al-Faraya chaired a meeting of the Supreme Council for Civil Defense at the Ministry's headquarters on Monday. The meeting was attended by the Director of Public Security, Major General Dr. Obaidallah Maaytah, the Secretaries-General of the relevant ministries, and representatives of relevant authorities. Governors also participated via videoconference. The meeting aimed to ensure readiness for the winter season and discuss the necessary preparations to address weather conditions and various emergency situations during this season. It also aimed to review the most prominent preparations and plans developed for these purposes and their effectiveness in responding to expected weather conditions, in accordance with the legal requirements stipulated in Public Security Law No. 38 of 1965 and its amendments.
Minister of Interior Mazen Faraya praised the accumulated expertise and qualitative competencies within the Jordanian state in dealing with anticipated challenges and weather conditions. This has enabled us to attain a level of comprehensive prior knowledge of all weather-related details, including problems, locations, timing, needs, observations, and opportunities for necessary improvement and development. This knowledge should be documented in the institutional memory of each relevant entity. He emphasized that this meeting represents the official launch of preparations for the expected emergency conditions during the coming winter season.
On this occasion, Minister Faraya expressed his pride in the Civil Defense Department and its great capabilities in facing challenges, as well as the level of development and modernization it has achieved.
In the same context, Al-Faraya emphasized that the National Coordinated Plan for Dealing with Unusual Weather Conditions for the years 2025-2026 has been approved by the National Center for Security and Crisis Management. He asked each entity to review its role in this plan and begin implementing its requirements, focusing on lessons learned from previous experiences. He also asked the governors to complete the preparation of local emergency plans for the governorates and update them through the local civil defense committees.
Al-Faraya also emphasized the importance of raising citizens' awareness about constructive and positive responses to weather conditions and their expected impacts, considering them essential partners in confronting any anticipated risks. He noted the effectiveness of regular volunteer work in supporting official agencies during their work in emergency situations, and the need to organize volunteering according to systematic plans.
For his part, the Director of Public Security pointed out that the Civil Defense Directorate's role reflects its full preparedness for a comprehensive humanitarian response in providing services during the winter season. He explained that citizens' awareness and knowledge of how to act during crises and emergencies is an important factor in supporting and backing up Civil Defense operations. He added that the organization, operation, and deployment of volunteer teams will be coordinated with the Civil Defense Directorate, according to media and awareness plans that will be launched at the appropriate time.
Separately, the Director of the Civil Defense Directorate, Brigadier General Imad Al-Dheeb, presented a briefing on the Public Security plan for dealing with the winter season. The briefing included several key topics, most notably: risk assessment and potential risks, capabilities and capacities, proactive measures, the mechanism for monitoring and implementing the national plan, the Public Security Directorate's specific plan, the media plan, and the organization of volunteer teams.
For his part, the Director of the Jordan Chamber of Commerce proposed developing an interactive application related to weather forecasts and fluctuations, enabling citizens to communicate continuously and effectively, keeping them constantly informed of current and expected weather conditions. An agreement was reached on direct and immediate coordination between the Civil Defense Directorate and the Jordan Chamber of Commerce to implement this proposal.
